No license shall be granted to or held by any person made ineligible for such a license by state law. No license shall be issued to or held by an individual who is not a resident of the seven-county metropolitan area or of Sherburne or Wright Counties; in the case of a corporate licensee, the registered office of the corporation shall be within the city.
