The license may be revoked by the city at any time if any of the conditions necessary for issuance of or contained in the license are not complied with, or if any condition previously met ceases to be complied with by the licensee. Upon written demand by the license applicant, a hearing may be held upon such revocation before the Council at which the applicant may present relevant testimony.
