§ 94.09 KEEPING OF ANIMALS OTHER THAN DOGS AND CATS.
   (A)   Generally.
      (1)   Small animals, as defined in § 94.01 of this code, are permitted in all residential zones. Any owner of residentially zoned property where five dogs over six months of age are kept on the premises and such use is incidental to the occupancy of the premises for residential purposes shall be required to apply for a private kennel license.
      (2)   The keeping or maintaining of any wild and exotic animals is prohibited in all areas of the city.
      (3)   Only animals or animal types specified or named in this section and not predominately found only in the wild may be used for security purposes.
      (4)   The keeping and/or maintaining of animals in the B-1, B-2, B-P, I-1 and I-2 districts shall be limited to security animals.
      (5)   The keeping and/or maintaining of honeybees is prohibited in areas within the city zoned RO and RM/H unless a conditional use permit is obtained.
      (6)   Keeping of a rooster(s) is prohibited in any residential zoned parcel and in any A-1, A-2 or SA zoned parcel less than five acres.
      (7)   The keeping and/or maintaining of large animals and farm animals in the RM/H, GMU-1, GMU-2, and GMU-3 districts is prohibited.
      (8)   The maintaining of a commercial dog kennel or cat shelter is prohibited in all areas of the city except areas zoned A-1, B-3, and B-4.
      (9)   All land zoned A-1, A-2, SA, and R-E which is in land 20 acres or less may be required to provide a wetland delineation to ensure land is suitable for animals.
      (10)   A property owner may apply for an interim use permit to allow more animals than permitted by this section.
   (B)   Agricultural and large lot residential (A-1, A-2, SA, R-E).
      (1)   Lots less than 25,000 square feet are permitted 1.0 animal unit.

      (3)   Lots greater than 90,001 square feet are permitted animal units as follows:
         (a)   Lots greater than 90,001 square feet but less than 5.0 acres are permitted 4.0 animal units.
         (b)   Lots greater than 5.01 acres but less than 8.0 acres are permitted 6.0 animal units.
         (c)   Lots greater than 8.01 acres but less than 12.0 acres are permitted 9.0 animal units.
         (d)   Lots greater than 12.01 acres but less than 16.0 acres are permitted 12.0 animal units.
         (e)   Lots greater than 16.01 acres but less than 20.0 acres are permitted 16.0 animal units.
         (f)   Lots greater than 20.01 acres of land shall have their animal units determined by the following formula:
            1.   Maximum animal unit value equals the number of acres (according to Hennepin County records) x 1.0.
            2.   When added together the sum of the individual animal unit values as shown on the schedule shall not exceed the maximum animal value as determined by the formula.
