Any property that has been provided with service stubs and fails to make payment to the city for the installation of the service stubs and has not been assessed for the stub by the time the stubs are installed shall be charged, pursuant to M.S. § 444.075, as it may be amended from time to time, a per stub amount and a monthly charge, as determined by the City Council, for the availability of said stubs. Any unpaid availability charges shall be certified with the taxes against the property.
