Application for water service shall be made on printed forms shall state the legal description and street and official house number of the premises to be supplied by municipal water and the nature of the improvement to be performed. The application for the written permit to connect to city water shall be made jointly by the master plumber who will make the connection and by the owner of such premises or his or her authorized agent or by the occupant or person in possession of the premises. The permit shall issue to the owner and his or her master plumber applicant, and each applicant by such application shall subscribe to and be obligated to be bound by the city’s applicable ordinances and rules and regulations.
