A person may operate a golf cart on a public roadway only if:
(A) The golf cart does not exceed a speed of twenty-five (25) miles per hour;
(B) The golf cart is operated only on streets with a posted speed limit of twenty-five (25) miles per hour or less;
(C) The golf cart operator does not cross an intersection where the intersecting roadway has a posted speed limit of more than thirty-five (35) miles per hour or more;
(D) The golf cart operator has a valid operator’s license in his or her possession; and
(E) The headlamps and tail lamps are illuminated during operation.
