The subdivider of any tract or parcel of land located within the city shall not proceed with any construction work for a street, sanitary sewer, storm sewer, water main or any other facilities in connection therewith until he has obtained conditional approval or final approval of his final plat, by the Planning Commission and acceptance by the City Council as provided for herein.
