No person shall dump or throw or deposit litter or trash on any public property, including parks and recreational areas and public bodies of water or sewers, or occupied or unoccupied private property, including vacant or abandoned properties and private bodies of water or sewers, within the city, whether private property is owned by that person or not, except that the owner or person in control of private property may maintain authorized private receptacles for waste collection in such a manner that trash or litter will be prevented from being carried or deposited by the elements upon streets, sidewalks, or other public places, or upon any private property.
