It shall be unlawful for any of the residents of any housing unit to maintain more than three (3) dogs and/or two (2) cats at any one time except during the time of whelping a new litter, and then only until such time as the litter obtains the age necessary to be safely separated from the female dog or female cat, or twelve (12) weeks after whelping, whichever shall occur first.
