The owner or his or her agent, or the occupant, of any real property within the city shall be responsible for the sanitary condition of the premises occupied by him or her. It shall be unlawful for any person to place, deposit, or allow to be placed or deposited on the real property any premises any refuse, garbage or rubbish, except as designated by the terms of this chapter.
