The DSABC shall have access at all reasonable times, for inspection, all books and records required to be maintained by licensees under KRS 244.150, and shall simultaneously receive copies of all reports submitted by licensees to the State Alcoholic Beverage Control Board.

LICENSING REGULATIONS
The number of retail package, retail drink, retail beer, wholesale beer distributors and wholesale distilled spirits distributors and wholesale distilled spirits distributors licenses issued in the city shall not exceed the number and type as set forth in KRS Ch. 241, 242, 243 or 244 and all administrative regulations promulgated pursuant thereto, as may be amended from time to time.

The city shall have the power and authority to issue the following kinds of distilled spirits and wine licenses upon proper application and the payment of prescribed fee. This section shall not be construed to limit the city’s authority under KRS 242.185(4) and § 116.044 of this chapter, or any other provision of law, to issue licenses permitted by KRS 243.070.

(A) The city shall have the power and authority to issue the following kinds of malt beverage licenses upon proper application and the payment of prescribed fee:

(B) For purposes of the issuance of special temporary wine and retail malt beverage licenses pursuant to 804 KAR 4:250 and KRS 243.260, necessity, in the opinion of the Board, shall limit applicants to: any regularly organized fair, exposition, racing association or non-profit organization, political campaign function or any for-profit individual, corporation or organization when used in conjunction with an organized charitable, civic or community sponsored event.
