It shall be unlawful to dump or place any garbage, refuse or ashes on any premises in the city without the consent of the owner of such premises.

It shall be unlawful to dispose of any garbage, refuse or ashes anywhere in the city, except in a state-approved incinerator or disposal device properly constructed and operated or in a lawfully established garbage or refuse landfill. Such material not so properly disposed of shall be placed in containers for collection by the city as hereinafter prescribed.

The following acts are hereby prohibited:
(A) Dumping in unauthorized places, including the roads leading to the city landfill and the area around the city landfill;
(B) Scavenging in the city landfill area; and
(C) Setting refuse afire at the city landfill.

(A) (1) The properly designated officer or officers shall have charge of the collection of garbage in the city.
(2) The collection shall be made from all residences at least once each week; provided that, the material is properly stored for collection in a container complying with the provisions of this chapter.
(B) No person and/or entity shall place, cause to be placed or permit, within the city limits, garbage, waste or trash originating outside the city for collection by the city or for any other purpose.

(A) (1) All garbage for collection by the city shall be placed in metal, plastic or rubber containers equipped with a cover and designed so that they may be lifted and carried by one person.
(2) No such container shall have a capacity of more than 30 gallons.
(3) However, garbage may be stored for collection in a plastic bag of sufficient strength so as to secure its contents.
(B) No container or bag shall include refuse, ashes, large or heavy objects such as concrete blocks, bricks, tree stumps, tree limbs or automobile or appliance parts.
(C) Garbage not properly contained will not be collected and shall be removed at the expense of the resident.
(D) Garbage containers shall not be placed out for pick-up more than 24 hours prior to collection and must be removed within 24 hours after collection.

It shall be unlawful to deposit or permit to fall from any vehicle, any garbage, refuse or ashes on any public street or road. All garbage, refuse or ashes to be transported to any landfill shall be secured by proper covering, when applicable, to prevent contents from blowing or falling out of such vehicle along any street or road.
