The rates and charges for water services furnished by the city are hereby fixed and established on a monthly basis as follows.
(A) Minimum water rate. The minimum water bill shall be $16.70 per month, and each water customer shall be entitled to 267 cubic feet (or less) of water in each month for such minimum charge.
(B) Meter rates for water usage in addition to minimum charge. Subject to the minimum monthly water rate specified above, the metered charges shall be as follows:

(C) The minimum water bill for a group housing complex with ten or more individual units (a UNIT, in this instance, meaning residential unit as opposed to individual building) shall be determined by multiplying the prevailing minimum water rate assessed to individual customers by a figure equal to 90% of the total units in the group housing complex.
