The water and sewer lines on city streets or easements which have been legally acquired by the city shall be maintained by the city water and sewer system. All laterals extending from the city sewer to the property line or at the point where the house service is connected, are the property of the sewer system and shall be maintained by and solely controlled by the city water and sewer system.
