Employees and authorized representatives of the city water and sewer system are hereby authorized and empowered to make any inspection necessary in enforcing the provisions of this chapter, which includes inspection on any new service, water or sewer, and also to any existing service when a violation of the provisions of this chapter or a health hazard is believed to exist.
