No officer, employee, appointee or volunteer of the city or any city agency shall appear or practice before the city or any city agency with respect to any matter on which the officer, employee, appointee or volunteer personally worked while in the service of the city or any city agency for a period of one year after termination of the officer’s, employee’s, appointee’s or volunteer’s service with the city or city agency.
