A wireless provider may not colocate a small cell wireless facility or install, modify, or replace a utility pole or wireless support structure on which a small cell wireless facility will be colocated within the public right-of-way without first applying for and receiving a non-exclusive permit from the City in a form and subject to such terms and conditions as are acceptable to the City in accordance with this chapter.
