1220.02 MEMBERSHIP.
   (a)   The Planning Commission shall consist of seven (7) members appointed by the CEO with Council concurrence. To be qualified to be a member and remain a member of the Planning Commission, the individual shall meet the following qualifications:
      (1)   Shall be a qualified elector of the City of Davison, except one (1) non-qualified elector may be a member of the Planning Commission;
      (2)   Shall meet the conditions provided for each individual member in subsections (b), (d), (e) and (f) below, except the geographical location of the individual’s residency may be considered optional.
   (b)   The membership shall be representative of the important geographic and interest segments of the City of Davison, as follows.
   (c)   Members shall be appointed for three (3) year terms. However, when first appointed a number of members shall be appointed to one (1) year, two (2) year, or three (3) year terms such that, as nearly as possible, the terms of one-third (1/3) of all Commission members will expire each year. If a vacancy occurs, the vacancy shall be filled for the unexpired term in the same manner as provided for an original appointment such that, as nearly as possible, the terms of one-third (1/3) of all Commission members continue to expire each year. A member shall hold office until his or her successor is appointed.
   (d)   An ex officio member shall be limited to one (1) member from the City Council. The term of office of the ex officio member shall coincide with the elected term of office on the City Council.
   (e)   The membership shall be representative of the important segments of the community, such as the economic, governmental, educational, and social development of the City of Davison, in accordance with the major interests as they exist in the City of Davison as follows: agriculture, natural resources, recreation, education, public health, government, transportation, industry and commerce.
   (f)   The membership shall also be representative of the entire geography of the City of Davison to the extent practicable, and as a secondary consideration to the representation of major interests.
   (g)   The ex officio member shall not be chair of the Planning Commission.
   (h)   The Planning Commission shall elect a Chair, Vice-Chair, and Secretary from among the appointed members. The term of the Chair, Vice-Chair, and Secretary shall be for one (1) year, with eligibility for re-election.
