Notwithstanding anything to the contrary provided by other provisions of this chapter, and solely for the purpose of calculating rates, charges, and fees as provided by Sections 1044.128 through 1044.139, the only use of a premises that shall be considered a domestic use shall be use for a single-family detached dwelling; all other uses of a premises, including but not limited to, all other residential uses such as multiple-family residential dwellings, shall be considered nondomestic uses for the purpose of calculating rates, charges, and fees as provided by Sections 1044.128 through 1044.139.
