The owner of any house, building, structure, premises, or property used for human occupancy, employment, recreation or other purposes, situated within the County and/or the Local Unit, and abutting on any street, alley or right-of-way, in which there is located, or may in the future be located, a public sewer or combined sewer within three hundred (300) feet of the property line, is hereby required, at the owner’s expense, to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer, in accordance with the provisions of this chapter, when given official notice to do so, provided that such connection shall not be required to be made less than six (6) months after the sewer is made available for connection thereto nor more than eighteen (18) months.
