1620.09 EMERGENCY CONDITIONS.
   The City Manager or his or her designated representative is hereby authorized and directed to declare when a state of emergency exists with respect to fires within the City, and the City Manager or his or her authorized representative shall have the authority during such state of emergency to prohibit all out-of-doors burning of combustibles within the City. The state of emergency shall exist when the City Manager or his or her authorized representative makes a formal declaration of the existence of such a state of emergency and when notices to that effect are posted by the City Manager or his or her authorized representative in two public places within the City, one of which shall be the City Hall, and when a copy of the formal declaration is delivered to the City Clerk. A like procedure shall be employed when the state of emergency ceases to exist. The requirement of this section as to posting notices can be met by publication of the notice in a newspaper of general local circulation.
