No person shall start or have any open fire, apart from fires regulated by Section 1620.01, without first obtaining a permit therefor from the City Manager or his or her designated representative. Such permit shall state the address where such fire is to be started, the owner of the property involved, the type of material to be burned, the quantity of material to be burned, the estimated burning time, the person starting the fire and the person responsible for attending such fire. There will be no charge for such permit.
