The Planning Commission shall review the particular circumstances and facts of each proposed use in terms of the following standards:
(a) Any fill proposed to be deposited in a ground water recharge area must be shown to have some beneficial purpose and the amount thereof must be shown to be not greater than is necessary to achieve that purpose.
(b) Fill or other material shall be protected against erosion by rip-rap, vegetative cover or bulkheading.
(c) Reduction of surface water infiltration shall be kept to a minimum.
