1466.13 STANDARDS FOR SPECIAL USE PERMITS WITHIN THE FLOODWAY FRINGE AREA.
   The Planning Commission shall review the particular circumstances and facts of each proposed use in terms of the following standards:
   (a)   All new residential structures and residential structures requiring sustantial improvement shall have the lowest floor, including the basement, elevated to one foot above the level of the intermediate regional flood plain.
   (b)   All new nonresidential structures and nonresidential structures requiring substantial improvements shall have the lowest floor, including the basement, elevated to one foot above the level of the intermediate regional flood plain or shall be floodproofed to one foot above the level of the intermediate regional flood plain.
