The City Manager may abate any unsafe building existing as a public nuisance, if the public safety requires immediate action, without a preliminary order of Council. Thereafter, the cost of abating such nuisance shall be charged against the premises and the owner thereof in accordance with the provisions of Section 248.11, in addition to the penalty provided in Section 1460.99.
