It is the policy of the City to withhold all public improvements of any nature, including the maintenance of streets and the furnishing of sewage facilities and water service, from all subdivisions which have not been approved and from all areas dedicated to the public which have not been accepted by Council. Acceptance of improvements and areas by Council shall be by resolution upon evidence of completion of all required improvements in strict compliance with these Subdivision Regulations.
