1062.13 EMERGENCY POWERS.
   (a)   Nothing in this chapter shall:
      (1)   Prohibit or hinder any duly authorized agent of the City or any peace officer from performing his or her official duties; or
      (2)   Prohibit Council or the City Manager from establishing emergency rules required to protect the health, welfare and safety of park visitors and to protect park property, including, but not limited to, the right of Council to order all persons off of park property and close all or any portion of any park.
   (b)   In an emergency situation affecting public health, safety or property, the Mayor or the Chief of Police shall have, upon the proclamation of a state of emergency, the rights and powers indicated in paragraph (a)(2) hereof with respect to any park.
