1062.12 SPECIAL PERMITS; FEES AND CHARGES.
   (a)   No erection, construction or maintenance shall be made above or below ground, across or beneath any park property, by any person, unless such person has first obtained written permission therefor from Council, which permit shall specify in detail the work to be done and the conditions to be fulfilled pursuant to the terms of such approval.
   (b)   Notwithstanding any of the provisions hereof, Council or its agent may, upon written application, grant specific use permits for special uses when, in the opinion of Council or its agents, special consideration is warranted.
   (c)   No person shall use any facility, land or area for which a fee or charge has been established by Council without payment of such fee or charge.
