1062.11 MISCELLANEOUS REGULATIONS.
   (a)   Livestock. No person shall drive or cause to be driven any horses, cattle, sheep, goats, swine or other livestock upon or across any park property without the written permission of the City Manager.
   (b)   Peddling and Soliciting. No person shall peddle or solicit business of any nature whatsoever, or distribute handbills or other advertising matter, or post unauthorized signs on any lands, waters, structures or other property, or use such lands, waters, structures or other property for any commercial purpose, in any park, unless first authorized to do so in writing by Council or its authorized agent.
   (c)   Unlawful Obstructions. No person shall, by force, threats, intimidations, unlawful fencing or enclosing or by any other means, prevent or obstruct any person from entering, leaving or making full use of any park.
   (d)   Hindering Employees. No person shall interfere with, or in any manner hinder, any employee or agent of the City in the performance of his or her official duties.
   (e)   Alcoholic Beverages and Drugs. No person shall have in his or her possession any intoxicating beverage while in or upon any park property. No person shall sell, use or have in his or her possession any drug or narcotic, the sale, use or possession of which is prohibited by State law.
   (f)   Personal Conduct.
      (1)   No person shall be under the influence of intoxicants, or engage in any violent, abusive, loud, boisterous, vulgar, lewd, wanton, obscene or otherwise disorderly conduct, or disturb or annoy others, while in or on any park property.
      (2)   No person shall conduct or participate in any form of gambling lottery or game of chance or tell fortunes upon any park property.
      (3)   No person shall beg or seek charity in any park.
   (g)   Use of Loudspeakers. No person shall use a loudspeaker, public address system or amplifier within or upon any park property without a written permit therefor issued by Council.
   (h)   Fireworks. No person shall fire, discharge or have in his or her possession any rocket, firecracker, torpedo, squib or other fireworks or any substance of an explosive nature within or upon any park property unless Council or its authorized agent has authorized the same by the issuance of a permit therefor.
   (i)   Firearms. No person shall, at any time, bring into or upon any park property, or have in his or her possession, or discharge or set off anywhere, upon park property, a revolver, pistol, shotgun, rifle, air rifle, air gun, water gun or any other gun, rifle or firearm or a bow or other weapon that discharges projectiles either by air, explosive substance or any other force. However, this section shall not apply to any deputy sheriff, police officer, peace officer, park ranger or other duly appointed law enforcement officer, while carrying out the duties and responsibilities of his or her position, nor to any person while upon designated target ranges or areas.
   (j)   Littering and Pollution of Waters. No person shall:
      (1)   Discard, dump or deposit refuse of any kind in or upon any park property, except by placing such refuse in containers provided for such purpose;
      (2)   Throw, cast, lay, drop or discharge into or leave in waters administered by or under the jurisdiction of the City any substance, matter or thing, liquid or solid, which may or does result in the pollution of such waters; or
      (3)   Bring refuse into a park for disposal or dumping, whether placed in containers or otherwise.
   (k)   Skating and Coasting.
      (1)   No person shall use roller skates within or upon any park property except at such times and upon such places as may be designated or maintained therefor.
      (2)   No person shall skate, sled, walk or go upon any ice, or snowshoe or ski, except at such times and upon such places as may be designated or maintained therefor.
   (l)   Missiles, Slingshots, Archery, Golf. No person shall, within any park:
      (1)   Hit or shoot a golf ball or other similar missile, unless within a specially designated area for such activity; or
      (2)   Shoot a slingshot or a bow and arrow, unless within a range established for such purpose and then only if such range is supervised.
   (m)   Balloons, Airplanes and Parachutes. No person shall make an ascent in any balloon or airplane, or a descent in or from any balloon, airplane or parachute, on any park lands or waters.
   (n)   Public Exhibitions. No person shall exhibit any machine or show, or any animal, or indulge in any acrobatic exhibition, in or upon any park property, or carry on any performance or do anything that will cause persons to congregate so as to interfere with the proper use of such property by the general public or to obstruct the passage of vehicles or persons, without first having obtained written permission therefor from Council.
