(a) Required for Groups. Any organization or group of thirty or more persons desiring to use park facilities shall file an application with the City Clerk on forms furnished by the Clerk, sufficiently in advance of the desired use date to permit action by Council. The application shall include the signature, address and telephone number of the individual who agrees to be responsible for clean-up of the area following the group use.
(b) Applications; Designation of Agent. All applications for park use permits shall be presented to Council by the City Clerk at its next regular or special meeting. Council may designate a City official to act for it in instances where it deems such action warranted.
(c) Discretion of Council or Designee. The granting of permits for group use shall be at the sole discretion of Council or its designee, if applicable. Permits shall be granted only for a worthy cause and Council or its designee shall be the sole judge thereof.
(d) Exclusive Use Prohibited. No permit shall be issued for the exclusive use of any park. No permit holder or other unauthorized person shall exclude or attempt to exclude the general public from any park, charge any admission fee, sell tickets or otherwise require anyone to pay any fee for entering any park.
