1049.01 COLLECTION OF UNPAID UTILITY BILLS; DISCONTINUANCE OF SERVICE; RESTORATION FEE.
   (a)   Charges for utility services and any utility-related fees, including any penalties related thereto, shall constitute a lien on the property served and, if not paid within six months, shall be placed in the next general tax roll and collected as a part of the general City taxes. The City may shut off and discontinue the supply of any particular utility to any property for the nonpayment, when due, of charges and fees related to that utility. A fee, as set forth in the City’s user fee schedule, as amended from time to time by resolution of Council, shall be paid prior to the restoration of any such discontinued utility.
   (b)   For purposes of this section, “utilities” includes, but is not limited to, water, sewer, and electricity.
