(a) Water and Sanitary Sewer Connection Fees. All connection fees are designed to cover the cost of the service rendered. Such connection fees shall be considered a regular part of the revenue of the water system or the sanitary sewerage system, as the case may be.
(b) Water and Sanitary Sewer Base and Usage Fees. All base and usage fees are designed to place the new customer of the system at approximate par with existing customers, relative to the investment made.
