As consideration for joining an existing sanitary sewerage system, a fee shall be assessed as follows:
(a) If a sanitary sewer user is connected directly to a sanitary sewer which has been installed at the expense of the owner or by special assessment, or at the expense of a subdivider or developer and not at the expense of the City, the fee for each user shall be as set forth in the City’s fee schedule, as amended from time to time by resolution of Council. Each connection shall be charged on the basis of meter size. Each sewer service shall constitute a separate connection.
(b) In all other cases the fee shall be as set forth in the City’s fee schedule, as amended from time to time by resolution of Council. Each connection shall be charged on the basis of meter size. Each sewer service shall constitute a separate connection.
