Charges for water and/or sewage disposal services, including any penalty related thereto, shall constitute a lien on the property served and, if not paid within six months, shall be placed on the next general tax roll and collected as a special assessment. The City may shut off and discontinue the supply of water to any property for nonpayment, when due, of water and/or sewage disposal charges. A fee, as set forth in the City’s fee schedule, as amended from time to time by resolution of Council, shall be paid prior to turning on the water to such property.
