Charges for water and sewage disposal service shall be collected quarterly. All water customers shall receive a quarterly bill, including all charges incurred in that quarter. At the City’s discretion, a regular or pro-active payment plan could be offered. If a bill is not paid by the fifth day of the month following the billing cycle, a 10% penalty shall be added thereto as an additional charge for that quarter’s bill. If there are previous quarterly bills yet unpaid, this new billing, plus the 10% penalty for that quarter will be added to the prior bill and constitute the total arrearage.
