Fire hydrants may be opened and used only by City employees and the Davison Area Fire Authority or by such persons as may be specifically authorized by the City. No person shall in any manner obstruct or prevent free access to any fire hydrant by placing or storing, temporarily or otherwise, any object or materials of any kind within twenty feet of such hydrant.
