If water has been turned off by the City for any reason, no person, except an authorized employee or agent of the City, may turn it on again. If this section is violated, the City may shut the water off at the corporation cock at the main and the owner shall pay, in advance, double the established rate for water used in violation of this section, in addition to the entire expense incurred by the City for doing this work, before the water may be turned on again. The turn-on charge prescribed in Chapter 1048 shall apply. Such remedies shall be in addition to the penalty provided in Section 1040.99.
