Meters shall be located at a point where the water service first enters the basement wall. Where there is no basement, the meter shall be located where the water service first enters the building. The meter cannot be installed in a crawl space but must be brought up to the first floor in an approved location. All meters must be installed in a heated area. If the meter is in the incorrect location, it must be changed when upgrades are done.
