The City Manager shall have charge of the maintenance and operation of the water supply, treatment, plant, pumping equipment, distribution system, fire hydrants, meters and all other appurtenances of the waterworks system. The Manager shall supervise all extensions and alterations of the waterworks system as Council may direct. They shall also be responsible for the reading of all water meters.
