1024.11 PEDESTRIAN PASSAGE.

At least five feet of sidewalk space shall be kept clean and clear for the free passage of pedestrians. If building operations are such that such free passageway is impractical, a temporary plank sidewalk with substantial railings or a sidewalk shelter shall be provided around the obstruction created by such building operations.
