If the owner of any lot or premises fails to build the particular sidewalk described in the notice provided for in Section 1024.06, within the time and in the manner required thereby, the City Manager is hereby authorized and required, immediately after the expiration of such time for the construction or rebuilding by the owner, to cause such sidewalk to be constructed and all or part of the expense thereof may be charged to such premises and the owner thereof and collected as a single-lot assessment as provided in Section 248.11 or as an area special assessment as provided in the City Charter.
