870.05 CLAIMS; SUITS; GARNISHMENT.
   Deposits made with the City Treasurer as required by Section 870.04(b) are subject to claims of creditors in a case where a judgment has been obtained against the transient merchant in any court in the State and the time of appealing such judgment has expired. In such a case garnishment proceedings may be commenced in such court against the Treasurer. It shall thereupon be the duty of the Treasurer to remit to any such court any balance of such cash deposit remaining in his or her hands not exceeding the amount of such judgment for the purpose of satisfying the same. Any balance of the deposit remaining in the hands of the Treasurer four months after the expiration of the license shall be remitted to the transient merchant, provided that if at such date, the Treasurer has received notice of any suit then pending against such transient merchant, the deposit shall not be returned until sixty days after the termination of such suit.
