An application for the license required by Section 852.02 shall contain an agreement with the applicant, and a license issued in conformity with this chapter shall contain a provision, that such license may be revoked by a majority vote of Council at any time Council may deem or determine that the applicant is not a fit or proper person to keep pool tables, billiard tables, card tables, electronic games and/or amusement devices in the City, or that the place or room where such tables, alleys, games and/or devices are kept is not being conducted in conformity with this chapter or is a nuisance as defined by Section 674.03. If a license is revoked, the applicant or licensee shall forfeit any and all license fees paid under this chapter.
