The City Manager may suspend any license issued under this chapter whenever, in his or her judgment, it is in the best interest of the City to do so, having in mind the welfare, safety and health of the City.
The City Manager may revoke any such license for the same reasons for which he or she may suspend a license as aforesaid, after giving the licensee reasonable notice and an opportunity to be heard.
A violation of the express conditions and regulations under which the license was granted shall be sufficient cause for the suspension or revocation of such license. If a license is revoked for a violation of the express conditions and regulations under which it was granted, the amount of the fee paid therefor shall be forfeited to the City and no licensee shall have a right to a refund of any part of such fee.
