As used in this chapter:
(a) "Peddler" means a person, whether or not a resident of the City, traveling by foot, wagon, motor vehicle or any other type of conveyance, from place to place, from house to house or from street to street, who carries, conveys or transports goods, wares, merchandise, baked goods, fruits or vegetables and offers or exposes the same for sale or makes and delivers articles to purchasers.

(b) "Solicitor" and "canvasser" mean a person traveling by foot, wagon, motor vehicle or any other type of conveyance, from place to place, from house to house or from street to street, who takes or attempts to take orders for the sale of goods, wares, merchandise or any other personal property, for future delivery, or for services to be furnished or performed in the future, whether or not such person has, carries or exposes for such sale a sample of the subject of such sale and whether or not he or she is collecting advance payments on such sales, or who procures names for petitions or solicits funds for profit or nonprofit causes.
