An application for approval of a license to sell alcoholic liquor by the glass or to become a specially designated distributor shall be made in the manner and form required by Council, acting by resolution from time to time, or as may be required by the City Manager from time to time. The application shall be completed legibly in ink or typewritten form, in duplicate, shall be signed by the applicant under oath, must be sworn to by all applicants before City approval and shall be in addition to the application requirements of the State Liquor Control Commission. The City Clerk shall forthwith refer the application to the City Manager who shall cause a thorough investigation to be made of the persons involved in the application and report his or her findings and conclusions to Council. Approval by Council shall require a majority vote of the elected members thereof.
