(a) No person shall place, deposit, throw or empty, or permit to be placed, deposited, thrown or emptied, into any of the waters in the City, any carcass, any decaying animal, vegetable or mineral matter, any waste, oil, coal, tar or sawdust, any chemical refuse, any industrial waste, any straw, hay, green boughs, manure, cordwood, vegetables, excrement, bones, horns, shells, meats, hides, offal, rubbish or garbage, or any other sustance of an unwholesome, unsightly, malodorous, contaminating, polluting or obnoxious nature.
(b) No person shall pollute or suffer, permit or allow the pollution of any stream, lake or body of water with refuse, foul or nauseous liquid or water or creamery or industrial waste, or deposit the same into or upon any highway, street, lane, alley, public street or square, or into any adjacent lot or grounds.
