400.10 DISPLAY OF ADVERTISING OR OTHER UNOFFICIAL SIGNS PROHIBITED WITHIN RIGHT-OF-WAY.
   No person shall place, maintain or display within the right-of-way of any highway, street or other public way any advertising or other unofficial sign, except as provided for herein, without first obtaining a permit therefor from the Chief of Police. Such permit may be granted by the Chief of Police only when such sign will not obscure the view of on-coming cross traffic to the driver of any vehicle crossing or entering the highway, street or other public way in which such sign is displayed from any semi-public, commercial or private driveway. For the purposes of this section, any sign which prevents a clear view of on-coming cross traffic for 500 feet in either direction by the driver of a motor vehicle legally stopped, with its front bumper even with the edge of the right-of-way of the highway, street or other public way on which such sign is displayed, shall be deemed to obscure the view.
