Any person may make application, in writing, for a loading zone space, to the Chief of Police on prescribed forms. The Chief of Police shall have the authority to grant, refuse or modify the application and, if granted, may at any time further limit or withdraw the permit at his or her discretion. The applicant, upon receipt of the permit for a loading zone, shall pay to the City Clerk a service fee of twenty-five dollars ($25.00) or the total cost for the installation, whichever is greater, of two designatory signs. The service fee is not refundable after the installation is made even though the permit is withdrawn. A loading zone shall not be established in an existing prohibited zone unless confined to a recessed area.
