"State of snow emergency" means either a limited snow emergency or a full snow emergency, defined as follows:
(a) A limited snow emergency is a temporary measure necessary to ensure that snow and ice are removed from City streets, City parking lots and the sidewalks around the Municipal complex. In a limited snow emergency, which may be imposed by the City Manager's office, the Police Department may remove vehicles that affect snow and ice removal and City employees and/or residents may be utilized to facilitate snow and ice removal as necessary. A limited snow emergency is to be imposed only for the removal of snow and ice that would affect the health, safety and welfare of the residents of the City and differs from a full snow emergency.
(b) A full snow emergency is that state which is obtained when snow and ice have not been effectively removed and, as a result thereof, vehicular traffic through the City is not possible. At such times, therefore, the travel by specially designed and specifically made vehicles is essential to preserve the health, education, safety and welfare of the residents of the City.
